EU Law on SEPA Fees: Regulation 2019/518 Explained
EU Regulation 2019/518 amended Regulation 924/2009 to require that banks in EU member states charge no more for a cross-border EUR SEPA transfer than for an equivalent domestic transfer. For most current accounts where domestic transfers are free, cross-border EUR SEPA transfers must also be free. The regulation came into force on 15 December 2019.
If you have been charged for a euro SEPA transfer between two EU banks and believe the charge violates this regulation, you can file a complaint with your national financial regulator. In Germany that is BaFin, in France the ACPR, in the Netherlands the DNB.
When SEPA Does Cost Money
SEPA transfers do sometimes cost money in legitimate situations. Transfers between a eurozone country and a non-euro SEPA country (UK, Sweden, Denmark, Poland, Czech Republic, Hungary, Romania, Bulgaria, Norway, Iceland, Liechtenstein, Switzerland) involve currency conversion, which is not covered by the fee equalization regulation.
For non-euro SEPA corridors, typical traditional bank fees are EUR 1-5 flat plus 0.5-2% FX markup. Neobanks like Wise charge around 0.35-0.5% with the real exchange rate and no hidden spread.
