The 9 Non-EU Countries in SEPA

Most people know SEPA as a European Union initiative, which makes the list of non-EU members genuinely surprising. Iceland, Liechtenstein, and Norway are SEPA members because they belong to the EEA (European Economic Area), which adopted SEPA rules alongside EU payment regulations. Switzerland is a member through bilateral agreements with the EU, even though it has rejected EEA membership. Swiss IBANs starting with CH are fully SEPA-compliant.

Monaco, Andorra, San Marino, and Vatican City are SEPA members because they officially use the euro and their banking systems operate as part of their larger neighbour's (France, Spain, Italy) financial infrastructure. Vatican City IBANs are extremely rare in practice. The United Kingdom is the most high-profile non-EU SEPA member, having retained its EPC (European Payments Council) membership after Brexit through direct participation rather than EU or EEA membership.

Non-SEPA Countries That Use IBAN

There is a common confusion between countries that use the IBAN format and countries that are SEPA members. Many countries worldwide have adopted the IBAN standard for their domestic banking but are not SEPA members. Saudi Arabia, UAE, Jordan, Lebanon, Tunisia, Brazil, and others all issue IBANs. Transfers to these IBANs are still SWIFT wire transfers, not SEPA, and are subject to international wire fees and FX conversion.

SEPA specifically covers euro-denominated credit transfers and direct debits processed through the EPC's SCT and SDD payment schemes within the SEPA zone. Having an IBAN does not mean SEPA applies. Only transfers between SEPA member countries using the SEPA payment infrastructure (STEP2, TIPS, or RT1) qualify as SEPA transfers.
